If evidence shows that the method is not working, the institution should be able to change. Adjustment may affect timing, delivery method, eligibility, communication or the definition of the need itself.
Continuity also means knowing when to stop
A programme should not continue merely because it has always existed. Responsible continuity includes the ability to conclude that a different intervention, partner or approach is now more appropriate.
